Reviewed first 273 lines of file. Formatting and order was changed acc. to EN version for easier comparison. Added and translated comments from EN. Started list of rules (file start) for consistent future translations.
Don't warn on document start (cleanup, no one is using this)
Remove a bunch of trailing spaces and fix some bad indentation in the
pt-PT file.
There are still a bunch of lines that are significantly too long, should
be multiline strings.
translated terms for wires, description for a marker, categories in settings, quad painting title, reward text for a painter and confirmation of mass cut while not enough blueprints are available

I checked for some new strings to translate, also translated those that were still in English.
I also gave a shot to translating the "About Game" part as well... I tried to play with it – to save the original point of "you (the dev)" references – by talking about the dev in 3rd person and keeping it warm and cozy for native Czech peeps :)
That's obviously just an idea, keep it in English if you want to leave it personal
