Code Pull Requests Activity

Moving "Local development" to the bottom; it's become really long, and I think there are more contributors who make themes and translate than contributors who need to set up a development environment..

Don't forget to reference your theme in `src/main/webapp/sass/app.scss` and in `src/main/webapp/js/controllers.js` (look for `$scope.themes`).
