collapsable side bar for the deck list so it doesn't take up the whole screen if you scroll further down? Also keep the deck scrolling with the list if you have it expanded?

I would recommend a seperate scrolling section where the decks are that follows as the card list scrolls down.

I would also recommend a collapsable hamburger menu button for the deck list since there is alot of screen real estate taken up by blankness as you scroll further down as you can see below:
