Currently if you have an incorrect amount of cards for the rules, the program flags it as "[Card] has X copies; Commander decks allow only 1 (except basic lands)."

However certain cards have those special exceptions like nazgul, Persistent Petitioners, etc, allow you to have conditional amounts of them.

Not sure what the best way to check for them is though besides special exceptions on a per card basis
