Paul Fitzpatrick c6265335af (core) make SELF_HYPERLINK urls cleaner
Summary:
This cleans up a few things about SELF_HYPERLINK urls:

 * Use `urlId` rather than `docId`.
 * Correctly merge personal org subdomain.
 * In dev environment, use clearer port number.
