Summary:
- Introduces a fictitious "*SPECIAL:SchemaEdit" resource in UI only.
- Hides "S" bit for the default rule section.
- Shows a checkbox UI similar to other checkboxes, with an additional
  dismissable warning.

Test Plan: Added a browser test
