- Add InstallAdmin class to identify users who can manage Grist installation.
This is overridable by different Grist flavors (e.g. different in SaaS).
It generalizes previous logic used to decide who can control Activation
settings (e.g. enable telemetry).
- Implement a basic Admin Panel at /admin, and move items previously in the
"Support Grist" page into the "Support Grist" section of the Admin Panel.
- Replace "Support Grist" menu items with "Admin Panel" and show only to admins.
- Add "Support Grist" links to Github sponsorship to user-account menu.
- Add "Support Grist" button to top-bar, which
- for admins, replaces the previous "Contribute" button and reopens the "Support Grist / opt-in to telemetry" nudge (unchanged)
- for everyone else, links to Github sponsorship
- in either case, user can dismiss it.

This allows limiting the memory available to documents in the sandbox when gvisor is used. If memory limit is exceeded, we offer to open doc in recovery mode. Recovery mode is tweaked to open docs with tables in "ondemand" mode, which will generally take less memory and allow for deleting rows.
The limit is on the size of the virtual address space available to the sandbox (`RLIMIT_AS`), which in practice appears to function as one would want, and is the only practical option. There is a documented `RLIMIT_RSS` limit to `specifies the limit (in bytes) of the process's resident set (the number of virtual pages resident in RAM)` but this is no longer enforced by the kernel (neither the host nor gvisor).
When the sandbox runs out of memory, there are many ways it can fail. This diff catches all the ones I saw, but there could be more.

Restore default context menu for where there's no custom one
It appears that default context menu adds some value, in particular
for links and for editing text. This diff restores it.

The old Examples and Templates workspace is now
a page that pulls templates from a new public Grist Templates org.
The All Documents view will pull featured templates from that org, where
featured templates are simply pinned documents in Grist Templates. The
Examples and Templates page will also show the featured templates, as
well as the rest of the available templates organized by category. The
categories are equivalent to workspaces in Grist Templates, and are
generated dynamically.

Diff makes side panels slide horizontally when opening/closing them.
Caveats:
. Right panel: even though the panel do transition nicely, the content however disappears suddently. We could prevent disposal of the dom by removing the two below lines. But it's hard to tell what possible side effect we could get from it as I don't know why these line were added in the first place. I could investigate further, but maybe it's already good enough as it is.
