Summary:
- Add InstallAdmin class to identify users who can manage Grist installation.
This is overridable by different Grist flavors (e.g. different in SaaS).
It generalizes previous logic used to decide who can control Activation
settings (e.g. enable telemetry).
- Implement a basic Admin Panel at /admin, and move items previously in the
"Support Grist" page into the "Support Grist" section of the Admin Panel.
- Replace "Support Grist" menu items with "Admin Panel" and show only to admins.
- Add "Support Grist" links to Github sponsorship to user-account menu.
- Add "Support Grist" button to top-bar, which
- for admins, replaces the previous "Contribute" button and reopens the "Support Grist / opt-in to telemetry" nudge (unchanged)
- for everyone else, links to Github sponsorship
- in either case, user can dismiss it.
Test Plan: Shuffled some test cases between Support Grist and the new Admin Panel, and added some new cases.

Summary:
Duplicate document popup wasn't offering workspace selection for personal orgs.
Also, when workspace was removed, the URL wasn't updated which left user with an error page `workspace not found`.

Adds a new tip for the doc menu's Add New button. The tip is
shown only when the current user is an editor or owner, and
the site is non-empty. The presence of welcome videos or
popups will also cause the tip to not be shown; it will instead

Summary:
For users who cannot otherwise change access to a resource, let
them remove themselves. Implemented via the standard endpoints
as a special exception that will process a request from a user
that would otherwise be denied, if the only contents of that
request are a removal of themselves.
Users who can change access are still not permitted to change their
own permissions or to remove themselves, as a precaution against
orphaning resources.

Summary:
The old Examples and Templates workspace is now
a page that pulls templates from a new public Grist Templates org.
The All Documents view will pull featured templates from that org, where
featured templates are simply pinned documents in Grist Templates. The
Examples and Templates page will also show the featured templates, as
well as the rest of the available templates organized by category. The
categories are equivalent to workspaces in Grist Templates, and are
generated dynamically.

Summary:
This moves all client code to core, and makes minimal fix-ups to
