Summary:
- New sort and filter button has several states
- Empty / unsaved / saved
- offers small save/revert button when unsaved
- Fix little issue with hanging tooltip when the refElem is disposed.
- The problem was that if you hover the save (or revert) button
and then click the button, it causes the button to disappear,
but the tooltip was staying.
Test Plan: Updated all tests to match the new UI.

Summary:
This moves all client code to core, and makes minimal fix-ups to
get grist and grist-core to compile correctly. The client works
in core, but I'm leaving clean-up around the build and bundles to
follow-up.
Test Plan: existing tests pass; server-dev bundle looks sane
