Summary: - When Public Edit access is enabled, Access Rules page shows a warning and prevents saving rules. - When any ACL rules are present, attempts to set Public access to Editor role get downgraded to Viewer role, with a warning notification. - No checks are made on the server side, so the combination may be achieved via the API (but we may block it in the future). Summary: With this change, if a comment is added to an ACL formula, then that comment will be offered to the user if access is denied and that rule could potentially have granted access. The code is factored so that when access is permitted, or when partially visible tables are being filtered, there is little overhead. Comments are gathered only when an explicit denial of access. The client works in core, but I'm leaving clean-up around the build and bundles to follow-up.
