Summary: While switching the destination site in the Duplicate Document dialog, there were times when it was saveable even though destination workspaces were still being fetched. This sometimes causes a test failure, with the document getting saved to a workspace from the previously-selected org. Test Plan: Tested manually; reproduced by adding a conditional artificial delay in _updateWorkspaces helper. Summary: The warning about workspace write access would still be shown if a user picked a workspace they had write access to, and cleared the Name field in the Save Copy dialog. This fixes the condition for showing the warning to not show it in this case, and adds a placeholder to the Name field when it is blank. Test Plan: Browser test. The client works in core, but I'm leaving clean-up around the build and bundles to follow-up.
