(core) Suggest correct table when converting to RefList

Summary: RecordSets now have new encoding and rendering analogous to Records: `['r', 'Table', [1, 2, 3]]` and `Table[[1, 2, 3]]`.

Test Plan: Added to nbrowser/TypeChange.ts.
