Summary:
Adds a new Record Card view section to each non-summary table, which can be from opened from various parts of the Grist UI to view and edit records in a popup card view.
Work is still ongoing, so the feature is locked away behind a flag; follow-up work is planned to finish up the implementation and add end-to-end tests.
Test Plan: Python and server tests. Browser tests will be included in a follow-up.

This makes three main changes:
* Adds a hook to transform download links.
* Adds a hook to add an externally created ActiveDoc to a DocManager.
* Rejiggers XLSX export code so it can be used without streaming,
which is currently tricky in a browser. Regular usage with node
continues to use streaming.
With these changes, I have a POC in hand that updates grist-static
to support downloading CSVs, XLSXs, and .grist files.

A feature that allows minimizing widgets on the ViewLayout.
- Code in ViewLayout and Layout hasn't been changed. Only some methods or variables were made public, and some events are now triggered when a section is dragged.
- Widgets can be collapsed or expanded (added back to the main area)
- Collapsed widgets can be expanded and shown as a popup
- Collapsed widgets support drugging, reordering, and transferring between the main and collapsed areas.

New icon to expand an active section and show it as a popup (just like raw data views).
"Show raw data" popup couldn't be reused (as it is basically a different page), so now
we have two kinds of popups that look the same.
1. Raw data popup - to show an alien section on a page (a section from a different view). This is used by "Show raw data" button, it is basically a different page that shows an arbitrary section.
2. Layout popup - a popup generated by Layout.ts that basically hides every other section and adds an overlay effect to itself.

Summary:
Adds a new option to the top of the three dot widget menu which navigates to the raw data widget at the current cell, equivalent to clicking an anchor link.
Clicking the back button returns to the previous view. Clicking the close button shows the list of raw data tables instead, which isn't great, but the same is true when clicking an anchor link.
Test Plan: Added a test to `nbrowser/ChartView1.ts` because charts are the main thing we want this for.

Summary:
- Added a new special page for viewing raw data widgets:
- Implemented in DataTables.ts
- Accessible only via the special URL path `/p/data`
- Future diffs should make this page prettier and easily accessible
- Shows a list of user tables
- Clicking on a table name shows its `rawViewSection` by setting `GristDoc.viewModel.activeSectionId`. Note that in this case `GristDoc.viewModel` is an empty record, so this is a bit of a hack, but it works well and causes no known issues.
- Added `ViewSectionRec.isRaw` to know if the record represents a raw data widget.
- Added various restrictions in the UI for raw data widgets:
- 'Delete widget' is disabled in the 3-dot widget menu.
- Prevent hiding columns:
- "Hide column" in the column context menu is disabled
- The "VISIBLE/HIDDEN COLUMNS" section of the right panel > Table > Widget is hidden
- The toggle bar isn't configurable to ensure that users know when raw data is filtered:
- The filter bar always shows if and only if some filters are present
- "Toggle Filter Bar" is hidden in:
- Right panel > Table > Sort & Filter
- The sort/filter menu next to the three-dot menu for widgets.
- Other restrictions in the right panel:
- In the Column tab:
- 'Use separate settings' is disabled
- In the Table tab:

Adding configuration options for CustomWidgets.
Custom widgets can now store options (in JSON) in viewSection metadata.
Changes in grist-plugin-api:
- Adding onOptions handler, that will be invoked when the widget is ready and when the configuration is changed
- Adding WidgetAPI - new API to read and save a configuration for widget.
Changes in Grist:
- Rewriting CustomView code, and extracting code that is responsible for showing the iframe and registering Rpc.
- Adding Open Configuration button to Widget section in the Creator panel and in the section menu.
- Custom Widgets can implement "configure" method, to show configuration screen when requested.

Summary:
User was not able to delete cards. This patch introduces a context menu for cards, analogous to the one available for rows on a GridView.
Changes:
- Row numbers on a GridView have the same icon as on columns to make context menu more discoverable.
- Context menu for rows and columns, when activated, didn't switch section in rare conditions (i.e. when the section had 2 or more columns selected, one of which had the same rowId as a column in the section that the user switched from).
- Card list layout and a single card layout has the same context menu as in a GridView, available by pressing the context menu button.
